Overview:
In its efforts to address the challenges of monitoring and reporting the service delivery capacity of public institutions in Nigeria, the Independent Service Monitoring Group (ISDMG) on September 8, 2011 unveiled the first ever Service Delivery Report in Nigeria, highlighting the public perception index for Public Institutions in Nigeria. Scepticisms of the Nigerian public preceded the release of the maiden Service Delivery Report. There was basis for these public scepticisms. For a country, steeped in state governance crisis, with poor public infrastructures, endemic corruption, inadequate capacity and manpower, expertise and pervasive culture of secrecy of officialdom, public institutions disastrously fail in rendering quality public services and delivering on their statutory mandates. There was bound to be poor public perception of the service delivery capacity of public institutions considering the trust deficits the institutional
governance environment suffered and still suffers in Nigeria. The novel approach developed by the ISDMG that aimed to testing the robustness of the institutional environment, institutions of governance, capacity of public institutions, performance and the quality of service delivery answered the question of whether or not the ISDMG had the human and material resources to carry through such a novel and enormous task and also be thorough with its Service Delivery Report raised by some skeptics. ….
